Hi, 

I wonder if it's possible to programme the effector to move along a circular or curvature path in the commander software. 

Also, I found that I couldn't control both output 1 & 2 in a programme. Is this ture?

There is not a direct way to program a circular program in commander software. You could write a custom script that would create a points of circle and then use commander software to move between those points. 
About the outputs they should work. Make sure you follow guide https://source-robotics.github.io/PAROL-docs/page5/ for connecting outputs
